cromemco: first cut at the low level disk drivers for the 16FDC

To fix:
- SD support
- SS support
- Do a head settle delay when changing side
- No support for the slow 8" disk option (PerSci disks ?)

and probably a ton of bugs as this is an initial commit and untested!
